HSN 2925 29 10 (Guanidine nitrate) is subject to Central Insecticides Board and Registration Committee (CIB&RC) registration and import permit under the Insecticides Act, 1968, where the substance figures in the Schedule to that Act, with imports restricted to notified places under Rule 45 of the Insecticides Rules, 1971. Narcotic Drugs and Psychotropic Substances (NDPS) Rules, 1985 controls and Directorate General of Foreign Trade (DGFT) ITC (HS) policy condition 2 of Chapter 29 apply as concurrent overlays, and Central Board of Indirect Taxes and Customs (CBIC) mandatory Chapter 29 qualifiers are required in the import declaration with effect from 15 October 2023.

The most common error on this tariff line is conflating the CIB&RC insecticide-schedule check with the NDPS import-certificate requirement and treating them as mutually exclusive. Both regimes can apply simultaneously to a single consignment of guanidine nitrate: the CIB&RC pathway governs Schedule-listed pesticidal uses, while the NDPS Rules, 1985 govern any narcotic or psychotropic classification independently. Importers who obtain only one clearance and file the bill of entry risk detention and an out-of-charge refusal pending the missing PGA NOC.
