The most common error on this tariff line is treating the CIB&RC registration as the sole clearance and overlooking the concurrent NDPS import-certificate requirement under Rule 53 of the NDPS Rules, 1985. The two regimes operate independently: a valid CIB&RC permit does not discharge the NDPS obligation, and a consignment arriving without the Rule 53 import certificate is liable to detention and, in aggravated circumstances, prosecution under the Narcotic Drugs and Psychotropic Substances Act, 1985.
