Other carboxyimide-function compounds and imine-function compounds
HSN 2925 19 00 (other carboxyimide-function and imine-function compounds) is subject to Central Insecticides Board and Registration Committee (CIB&RC) registration and import permit under the Insecticides Act, 1968, where the substance falls within the Schedule to that Act. Where the substance is a narcotic drug or psychotropic substance, the Narcotic Drugs and Psychotropic Substances (NDPS) import-certificate regime under Chapter VII-A of the NDPS Rules, 1985 applies concurrently, and Directorate General of Foreign Trade (DGFT) ITC (HS) policy condition 2 of Chapter 29 governs all NDPS imports outside the medical and scientific-purpose carve-out.

The most common error on this tariff line is filing a bill of entry without first resolving whether the specific compound triggers the CIB&RC scheduled-pesticide regime, the NDPS controlled-substance regime, or both. The two PGA regimes are independent: a compound may require a CIB&RC import permit for its insecticidal use classification and simultaneously require an NDPS import certificate for its psychoactive constituent — omitting either PGA clearance results in consignment detention at the designated port pending NOC, with accruing demurrage and potential seizure under the respective Act.
