HSN 2925 12 00 (Glutethimide (INN)) is subject to Narcotic Drugs and Psychotropic Substances (NDPS) import controls requiring a NOC from the Narcotics Commissioner, Gwalior, under DGFT Notification 39/2015-2020 dated 03-10-2018, with import free only subject to policy condition no. 3 to Chapter 29. Where the substance falls within the Schedule to the Insecticides Act, 1968, registration and an import permit from the Central Insecticides Board and Registration Committee (CIB&RC) are additionally required under Rule 45 of the Insecticides Rules, 1971.

The most common error on this tariff line is assuming that a single clearance — either the Narcotics Commissioner's NOC or the CIB&RC permit — is sufficient for all shipments. The two regimes operate independently: the NDPS NOC governs psychotropic-substance controls while the CIB&RC registration and restricted-port requirement applies when the substance figures in the Insecticide Act Schedule, and a consignment may attract both simultaneously. Arriving at an unspecified port with only one clearance in hand will result in detention, demurrage, and potential confiscation under the applicable Act.
