    Determine whether the imported substance is a listed insecticide under Section 3(e) of the Insecticides Act, 1968. If so, obtain a Certificate of Registration or, where the substance is imported for a non-insecticidal purpose, an import permit from the CIB&RC under the Department of Agriculture and Cooperation. Import is restricted to the source specified on that certificate or permit, and only through ports notified under Rule 45 of the Insecticides Rules, 1971.

    If the substance falls within the medical devices listed in G.S.R. 102(E) dated 11-02-2020 issued by the Ministry of Health and Family Welfare, comply with the registration conditions therein including CDSCO registration before filing the bill of entry. If the substance is a narcotic drug or psychotropic substance covered under Chapter 29, comply with ITC (HS) policy conditions 2 and 3 as applicable.

    Ensure all import declarations include the mandatory additional qualifiers for Chapter 29 commodities as stipulated in paragraphs 4.1 and 4.2 of CBIC Circular 23/2023-Cus, effective 15 October 2023. Where the substance is a specified hazardous substance imported in excess of notified quantities, obtain the required insurance policy under the Public Liability Insurance Act, 1991 per S.O. 227(E) dated 24-03-1992 issued by the Ministry of Environment, Forest and Climate Change.
