Goods specified in Supplementary Note 4 to this Chapter
Carboxyamide-function compounds under Chapter 29 Supplementary Note 4
HSN 2924 19 10 covers goods specified in Supplementary Note 4 to Chapter 29 and is subject to mandatory registration or import permit requirements administered by the Central Insecticides Board and Registration Committee (CIB&RC) under the Insecticides Act, 1968, where the substance is a listed insecticide. Medical device variants listed in G.S.R. 102(E) dated 11-02-2020 require Central Drugs Standard Control Organisation (CDSCO) registration, and narcotic or psychotropic substance variants attract policy conditions 2 and 3 of Chapter 29 administered by the Directorate General of Foreign Trade (DGFT).
- Registration certificate or import permit from CIB&RC
- CDSCO registration from CDSCO
- Chapter 29 mandatory qualifiers from CBIC
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Determine whether the imported substance is a listed insecticide under Section 3(e) of the Insecticides Act, 1968. If so, obtain a Certificate of Registration or, where the substance is imported for a non-insecticidal purpose, an import permit from the CIB&RC under the Department of Agriculture and Cooperation. Import is restricted to the source specified on that certificate or permit, and only through ports notified under Rule 45 of the Insecticides Rules, 1971.Section 9 of the Insecticides Act, 1968 · Rule 45 of the Insecticides Rules, 1971 · CBIC Circular 35/2011 dated 09-08-2011 · CBIC Circular 7/2014 dated 07-03-2014
- 2If the substance falls within the medical devices listed in G.S.R. 102(E) dated 11-02-2020 issued by the Ministry of Health and Family Welfare, comply with the registration conditions therein including CDSCO registration before filing the bill of entry. If the substance is a narcotic drug or psychotropic substance covered under Chapter 29, comply with ITC (HS) policy conditions 2 and 3 as applicable.G.S.R. 102(E) dated 11-02-2020 (MOHFW) · ITC (HS) policy conditions 2 and 3, Chapter 29 · DGFT Notification 44/2025-26 dated 15-10-2025
- 3Ensure all import declarations include the mandatory additional qualifiers for Chapter 29 commodities as stipulated in paragraphs 4.1 and 4.2 of CBIC Circular 23/2023-Cus, effective 15 October 2023. Where the substance is a specified hazardous substance imported in excess of notified quantities, obtain the required insurance policy under the Public Liability Insurance Act, 1991 per S.O. 227(E) dated 24-03-1992 issued by the Ministry of Environment, Forest and Climate Change.CBIC Circular 23/2023-Cus dated 30-09-2023 · S.O. 227(E) dated 24-03-1992 (MOEF) · ITC (HS) policy condition 7, Chapter 29
The most frequent error on this tariff line is treating the CIB&RC source-of-import restriction as merely administrative: the registration certificate or import permit specifies the approved foreign source, and a consignment arriving from any other supplier — even with a current certificate — is treated as an unauthorised import under the Insecticides Act, 1968, attracting seizure and potential criminal liability. Importers who switch overseas suppliers without obtaining a fresh or amended CIB&RC registration have had entire consignments detained at the notified port of import pending adjudication.
