    If the substance falls under the NDPS overlay, obtain an import certificate under Rule 53 of the NDPS Rules, 1985 for imports permitted under Chapter VII-A for medical and scientific purposes. A word of counsel

The most common error on this tariff line is attempting to import phosphamidon in any form: the prohibition under S.O. 3951(E) dated 08-08-2018 is absolute — no CIB&RC permit, NDPS carve-out, or advance authorisation overrides it, and a consignment containing phosphamidon is liable to confiscation and prosecution. Importers of the fluoroacetamide or monocrotophos sub-streams must also confirm that their permitted port of entry is one notified under Rule 45 of the Insecticides Rules, 1971 before vessel departure; diversion to an unnotified port constitutes a separate Insecticides Rules contravention independent of the CIB&RC registration status.
