The most common error on this tariff line is treating the NDPS certificate and the CIB&RC registration as mutually exclusive — importers assume that one PGA's clearance is sufficient without verifying whether the specific formulation also appears in the Schedule to the Insecticides Act, 1968. Both regimes can apply concurrently, and a consignment arriving at a port not notified under Rule 45 of the Insecticides Rules, 1971 is liable to detention regardless of whether the NDPS certificate is current.
