N-acetyl anthranilic acid, amino-compounds with oxygen function
HSN 2922 50 23 (N-acetyl anthranilic acid) is subject to concurrent regulation by the Central Insecticides Board and Registration Committee (CIB&RC) under the Insecticides Act, 1968, and the Narcotic Drugs and Psychotropic Substances (NDPS) regime under Chapter VII-A of the NDPS Rules, 1985. The Directorate General of Foreign Trade (DGFT) classifies imports under ITC (HS) policy condition 2 of Chapter 29, and the Central Board of Indirect Taxes and Customs (CBIC) mandates additional Chapter 29 qualifiers in the import declaration with effect from 15 October 2023.

- 3Ensure the import declaration includes the mandatory additional qualifiers for Chapter 29 commodities as stipulated in paragraphs 4.1 and 4.2 of CBIC Circular 23/2023-Cus dated 30-09-2023. Declarations filed without the prescribed qualifiers are liable to rejection or detention at the customs system level. The dual-track PGA structure of this tariff line is the most frequent source of customs detention: importers who secure only the CIB&RC permit neglect the independent NDPS import certificate required under Rule 53 of the NDPS Rules, 1985 when the substance is being imported for medical or scientific purposes, while importers relying solely on the NDPS certificate overlook the CIB&RC registration obligation where the substance figures in the Schedule to the Insecticides Act, 1968. Both clearances must be in place before vessel departure, and neither substitutes for the other at the bill-of-entry stage.
