The most common error on this tariff line is assuming that NDPS or CIB&RC applicability is self-evident from the tariff classification — it is not. Whether Aminodial falls within the Schedule to the Insecticides Act, 1968 or within an NDPS schedule requires a substance-specific determination before the purchase order is placed. Filing a bill of entry for a scheduled substance without the corresponding CIB&RC registration or NDPS import certificate results in consignment detention and potential seizure; the Chapter 29 mandatory-qualifiers obligation under CBIC Circular 23/2023-Cus applies independently of both PGA determinations.
