HSN 2922 50 15 (L-tyrosine) is subject to dual primary regulation: where the substance appears in the Schedule to the Insecticides Act, 1968, the Central Insecticides Board and Registration Committee (CIB&RC) requires registration and an import permit under Rule 45 of the Insecticides Rules, 1971; and where classified as a narcotic drug or psychotropic substance, import requires a certificate under Rule 53 of the Narcotic Drugs and Psychotropic Substances (NDPS) Rules, 1985. The most frequent error on this tariff line is treating L-tyrosine as an unrestricted amino acid and omitting the dual-regime check against both the Insecticides Act Schedule and the NDPS Rules. Even where neither the pesticide nor the NDPS regime ultimately applies, CBIC Circular 23/2023-Cus requires mandatory Chapter 29 qualifiers in the import declaration from 15 October 2023 — absent qualifiers result in the bill of entry being held for amendment at the port, attracting demurrage and ground rent. Where quantities of hazardous substances exceed thresholds under S.O. 227(E) dated 24-03-1992, an insurance policy under the Public Liability Insurance Act, 1991 is also required.
