Glutamic acid and its salts, organic amino-compound
HSN 2922 42 10 (Glutamic acid) is subject to Central Insecticides Board and Registration Committee (CIB&RC) registration and import permit under the Insecticides Act, 1968 where the substance figures in the Schedule to that Act, with import restricted to notified places under Rule 45 of the Insecticides Rules, 1971. NDPS import certificate requirements under Chapter VII-A of the NDPS Rules, 1985 and DGFT ITC (HS) policy condition No. 2 of Chapter 29 apply as concurrent overlays. CBIC Circular 23/2023-Cus mandates additional Chapter 29 qualifiers in the import declaration with effect from 15 October 2023.

The most common error on this tariff line is treating glutamic acid as a plain chemical and bypassing the dual-regime scope check: the substance must be assessed against both the Schedule to the Insecticides Act, 1968 and the NDPS scheduled-substance list before any licence or permit strategy is finalised. A consignment that arrives without CIB&RC registration and permit — because the importer incorrectly concluded the substance is unscheduled — faces detention at the notified port and potential confiscation, as entry at a non-notified place is independently prohibited under Rule 45 of the Insecticides Rules, 1971.
