HSN 2922 29 12 (Meta aminophenol) is subject to Central Insecticides Board and Registration Committee (CIB&RC) registration and import permit under the Insecticides Act, 1968, where the substance falls within the Schedule to that Act; import of insecticides is restricted to notified places under Rule 45 of the Insecticides Rules, 1971. Narcotic Drugs and Psychotropic Substances (NDPS) import-certificate controls under Chapter VII-A of the NDPS Rules, 1985 and ITC (HS) policy condition 2 of Chapter 29 administered by the Directorate General of Foreign Trade (DGFT) apply as additional overlays, alongside mandatory Chapter 29 chemical-qualifier declarations required by the Central Board of Indirect Taxes and Customs (CBIC) from 15 October 2023.

The most common error on this tariff line is failing to make the threshold determination — whether the imported meta aminophenol falls within the Schedule to the Insecticides Act, 1968 — before shipment. An importer who proceeds without CIB&RC registration on the assumption that a pure amino-compound intermediate is outside the pesticide schedule risks consignment detention at the port of import and potential confiscation under the Insecticides Act, since the restricted-places condition under Rule 45 also applies; a consignment arriving at an unnotified port is in breach independently of the registration question.
