Phenylenediamine derivatives, diaminotoluenes and their salts
HSN 2921 51 90 (other phenylenediamine derivatives, diaminotoluenes and their salts) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 17450:2020 is mandatory under the ISI Mark Scheme with effect from 28 October 2022, by virtue of the 1,3-Phenylenediamine (Quality Control) Order, 2022. Directorate General of Foreign Trade policy controls on narcotic, psychotropic, and chemical-weapons-convention-scheduled substances apply as separate customs-clearance overlays.

The most common error on this tariff line is treating the BIS QCO as applicable only to 1,3-phenylenediamine while overlooking that the CM/L must specifically cover the derivative or salt variant actually being imported. IS 17450:2020 governs a defined specification; a CM/L issued for one isomer or salt form does not extend to a structurally related but separately specified compound in the same subheading. A scope mismatch between the CM/L and the actual chemical identity of the consignment triggers detention and potentially re-export, even where the licence is otherwise valid and current.
