HSN 2921 49 90 covers residual aromatic monoamine-function compounds subject to overlapping regimes: the Central Insecticides Board and Registration Committee (CIB&RC) requires registration and an import permit under the Insecticides Act, 1968 and Rule 45 of the Insecticides Rules, 1971 for any substance listed in the Insecticides Schedule.
