Diphenylamine and its derivatives, salts thereof
HSN 2921 44 10 (Diphenylamine) is subject to Central Insecticides Board and Registration Committee (CIB&RC) registration and import permit under the Insecticides Act, 1968, where the substance falls within the Schedule to that Act, with import locations restricted under Rule 45 of the Insecticides Rules, 1971. Narcotic Drugs and Psychotropic Substances (NDPS) import-certificate conditions under Chapter VII-A of the NDPS Rules, 1985, Chemical Weapons Convention (CWC) restrictions, and Directorate General of Foreign Trade (DGFT) ITC (HS) policy controls apply as additional clearance requirements. Mandatory Chapter 29 qualifiers in import declarations are required under CBIC Circular 23/2023-Cus dated 30-09-2023 with effect from 15 October 2023.

The most common error on this tariff line is assuming that because diphenylamine is an industrial chemical, none of the CIB&RC or NDPS overlays are triggered. The Schedule to the Insecticides Act, 1968 is product-specific and fact-dependent: an importer must verify whether the particular derivative or formulation appearing in the shipment is listed before the bill of entry is filed. Arriving without a CIB&RC permit at a non-notified port is treated as an Insecticides Rules contravention independent of any DGFT policy clearance already obtained.
