N,N-diethylaniline, aniline derivatives and their salts
HSN 2921 42 22 (N,N-diethylaniline) is subject to registration and import-permit requirements from the Central Insecticides Board and Registration Committee (CIB&RC) under the Insecticides Act, 1968 and Rule 45 of the Insecticides Rules, 1971, where the substance falls within the Schedule to that Act. Narcotic Drugs and Psychotropic Substances (NDPS) controls under Chapter VII-A of the NDPS Rules, 1985 apply concurrently, and the tariff line also carries Chemical Weapons Convention (CWC) restricted-import conditions under ITC (HS) policy administered by the Directorate General of Foreign Trade (DGFT).

The most common error on this tariff line is failing to recognise that CIB&RC, NDPS, and CWC controls can apply simultaneously to a single consignment — each triggered by the specific end-use or composition of the substance, not by the HSN alone. An importer who secures only the NDPS import certificate but omits the CIB&RC permit where the substance is scheduled under the Insecticides Act, 1968, will face consignment detention at the restricted port of import. The Chapter 29 additional-qualifier requirement under CBIC Circular 23/2023-Cus is a separate customs-declaration obligation that must be met irrespective of which PGA clearance applies.
