Para chloroaniline, aniline derivatives and their salts
HSN 2921 42 11 (Para chloroaniline) is subject to registration and import permit requirements from the Central Insecticides Board and Registration Committee (CIB&RC) under the Insecticides Act, 1968 and Rule 45 of the Insecticides Rules, 1971, where the substance figures in the Schedule to that Act. The most common error on this tariff line is filing the bill of entry solely on the basis of a general CIB&RC registration while overlooking the port-of-import restriction under Rule 45 of the Insecticides Rules, 1971. A consignment routed through a non-notified port is liable to detention and seizure regardless of the validity of the registration certificate. Simultaneously, the Chapter 29 mandatory qualifiers under CBIC Circular 23/2023-Cus must be embedded in the import declaration itself — an omission triggers hold at the gateway even when all PGA clearances are in order.
