The most common error on this tariff line is treating CIB&RC registration as the only clearance obligation and overlooking the CWC-derived restrictions: certain nitrogen mustards and N,N-dialkyl aminoethyl-2-chlorides falling under Category IA and IB of Appendix II to the ITC (HS) Schedule are either restricted to imports from State Parties to the CWC or require specific national authority permission — a failure to verify the Schedule category before shipment results in consignment detention and potential confiscation, regardless of whether a CIB&RC permit is in hand.
