HSN 2921 41 10 (Aniline) is subject to Central Insecticides Board and Registration Committee (CIB&RC) registration and import permit under the Insecticides Act, 1968 where the substance falls within the Schedule to that Act, and to Narcotic Drugs and Psychotropic Substances (NDPS) import certificate requirements under Rule 53 of the NDPS Rules, 1985 where applicable. The Directorate General of Foreign Trade (DGFT) ITC (HS) policy imposes Chemical Weapons Convention (CWC)-linked Restricted-import conditions on nitrogen mustards and related Category I/IB scheduled precursors. The most common error on this tariff line is treating the rescission of the Aniline (Quality Control) Order, 2019 (rescinded vide S.O. 3380(E) dated 23-07-2025) as a deregulation signal and overlooking the parallel CIB&RC and NDPS frameworks, which operate independently of BIS. An importer who files without the CIB&RC permit where the substance is Schedule-listed faces consignment detention at the notified port; the port-restriction under Rule 45 of the Insecticides Rules, 1971 means an unnotified port of arrival is itself a contravention irrespective of whether the permit is otherwise in order.
