Other acyclic polyamine compounds, acyclic amine residuals
HSN 2921 29 90 (other acyclic polyamines) is subject to Central Insecticides Board and Registration Committee (CIB&RC) registration and import permit under the Insecticides Act, 1968 for any substance listed in that Act's Schedule, with import restricted to ports specified under Rule 45 of the Insecticides Rules, 1971. Narcotic Drugs and Psychotropic Substances (NDPS) controls apply where the substance falls within the NDPS Rules, 1985, and Chemical Weapons Convention (CWC) restrictions govern nitrogen mustards and specified chloroamine precursors under Appendix II to Schedule I of the ITC (HS) policy. Mandatory Chapter 29 additional qualifiers under CBIC Circular 23/2023-Cus apply at the bill of entry from 15 October 2023.

The most common error on this tariff line is applying a single-regime test when multiple controls may simultaneously activate on the same molecule. A substance may be a CWC-scheduled precursor, an NDPS-listed psychotropic, and a CIB&RC-registered insecticide all at once; each regime operates independently, and satisfying one does not discharge the others. Consignments cleared under a CIB&RC permit but lacking NDPS import certificate or CWC National Authority permission are liable to detention, seizure, and — for CWC Category IA substances — criminal liability under the Chemical Weapons Convention Act.
