Other acyclic monoamines and derivatives (amine-function compounds)
HSN 2921 19 90 (Other acyclic monoamines) carries a multi-regime import framework: the Central Insecticides Board and Registration Committee (CIB&RC) requires registration and an import permit for any substance falling in the Schedule to the Insecticides Act, 1968, while Chemical Weapons Convention (CWC) Category 1A nitrogen mustards are restricted under Section 15 of the CWC Act, 2000 and require prior permission from the National Authority. - 2If the substance is a CWC Schedule 1A nitrogen mustard (HN1, HN2, or HN3, including all possible di-alkylated combinations listed in the parenthetical groups), obtain prior permission from the National Authority under Section 15 of the Chemical Weapons Convention Act, 2000 before any import. - 3Ensure all import declarations for goods under Chapter 29 include the mandatory additional qualifiers stipulated in Paragraphs 4.1 and 4.2 of CBIC Circular 23/2023-Cus with effect from 15 October 2023. The most consequential error on this tariff line is importing a CWC Schedule 1A nitrogen mustard — or a di-alkylated combination thereof — without National Authority permission on the assumption that the chemical name does not appear verbatim in the CWC schedule. The CWC Act, 2000 deems all combinations of alkyl groups from the parenthetical list to be prohibited unless explicitly exempted; a product whose IUPAC name differs superficially from HN1, HN2, or HN3 may still be captured, and import without permission constitutes a criminal offence under the CWC Act, 2000.
