The most common error on this tariff line is treating the CIB&RC and NDPS overlays as mutually exclusive and checking only one. A single consignment may simultaneously require CIB&RC registration for insecticidal use classification, an NDPS import certificate for controlled-substance status, and CWC State-Party verification — each is an independent gate, and failure at any one triggers detention and potential confiscation regardless of the others being satisfied.
