Propergite
Propargite acaricide, organosulfite ester pesticide
HSN 2920 90 10 (Propargite) is subject to mandatory registration and import permitting by the Central Insecticides Board and Registration Committee (CIB&RC) under Section 9 of the Insecticides Act, 1968, and Rule 45 of the Insecticides Rules, 1971. Where propargite is imported as a non-insecticidal chemical, an import permit from the CIB&RC Registration Committee under the Department of Agriculture and Cooperation remains obligatory. CBIC Circular 23/2023-Cus, DGFT Notification 44/2025-26, and Chapter 29 mandatory qualifiers apply as additional clearance overlays at the bill of entry.
- Registration certificate from CIB&RC
- Import permit from CIB&RC
- Chapter 29 qualifiers from CBIC
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Obtain a valid Certificate of Registration or import permit from the Central Insecticides Board and Registration Committee before shipment. The registration specifies the approved source of import; propargite cannot be imported from any source other than that named on the certificate or permit, and any deviation triggers seizure under the Insecticides Act, 1968.Section 9 of the Insecticides Act, 1968 · Rule 45 of the Insecticides Rules, 1971 · CBIC Circular 35/2011 dated 09-08-2011 · CBIC Circular 7/2014 dated 07-03-2014
- 2Ensure the import declaration includes all mandatory additional qualifiers for Chapter 29 commodities as stipulated in paragraphs 4.1 and 4.2 of CBIC Circular 23/2023-Cus, with effect from 15 October 2023. Verify the consignment is free, subject to policy condition no. 7 of Chapter 29 per DGFT Notification 44/2025-26 dated 15-10-2025.CBIC Circular 23/2023-Cus dated 30-09-2023 · DGFT Notification 44/2025-26 dated 15-10-2025
- 3Where the substance constitutes a hazardous chemical imported in quantities exceeding the prescribed threshold, the importer must take out a public liability insurance policy under the Public Liability Insurance Act, 1991. Additionally, confirm the consignment does not involve ozone-depleting substances or narcotic/psychotropic substances, each of which attracts separate policy conditions 1, 4, 5 (ODS) and 2, 3 (NDPS) of Chapter 29.S.O. 227(E) dated 24-03-1992 by MoEF · Ozone Depleting Substances (Regulation and Control) Rules, 2000 · ITC (HS) Chapter 29 policy conditions 2, 3, 4 and 5
The single most common error on this tariff line is filing the bill of entry against an otherwise-valid CIB&RC registration without verifying that the declared foreign supplier matches the source specified on the certificate. The Insecticides Act, 1968 makes source-of-origin a licence condition, not a mere documentary formality — a consignment shipped from an unlisted manufacturer is treated as an unregistered insecticide import regardless of the chemical's identity, attracting detention and potential confiscation. Confirm the supplier name on the purchase order against the CIB&RC certificate before the vessel departs.
