Other phenylacetic acid derivatives and carboxylic acids with oxygen function
HSN 2918 29 90 (residual other carboxylic acids with additional oxygen function) is subject to Central Insecticides Board and Registration Committee (CIB&RC) registration and import permit under the Insecticides Act, 1968, for any substance falling within the Schedule to that Act. Narcotic Drugs and Psychotropic Substances (NDPS) controls under Chapter VII-A of the NDPS Rules, 1985 apply concurrently where the substance is scheduled, and the Directorate General of Foreign Trade (DGFT) ITC (HS) policy condition no. 2 to Chapter 29 governs the broader import-policy framework.

The dual-regime trap on this tariff line is the most persistent source of consignment detention: importers who have secured the CIB&RC registration overlook the independent NDPS import certificate requirement where the same substance is also scheduled under the NDPS Rules, 1985. The two clearances are not interchangeable — a valid insecticide import permit does not satisfy Rule 53 of the NDPS Rules, and a consignment lacking the NDPS import certificate is liable to seizure under the Narcotic Drugs and Psychotropic Substances Act, 1985 regardless of CIB&RC compliance.
