Salicylamide, esters of salicylic acid for pharmaceutical use
HSN 2918 23 30 (Salicylamide) is subject to concurrent oversight by the Central Insecticides Board and Registration Committee (CIB&RC) under the Insecticides Act, 1968 where the substance figures in the Insecticides Schedule, and by the Narcotic Drugs and Psychotropic Substances (NDPS) regime under Chapter VII-A of the NDPS Rules, 1985 for medical and scientific import purposes. The Directorate General of Foreign Trade (DGFT) ITC (HS) policy condition 2 of Chapter 29 applies as the baseline import-policy overlay, and the Central Board of Indirect Taxes and Customs (CBIC) Circular 23/2023-Cus mandates additional Chapter 29 qualifiers in the import declaration with effect from 15 October 2023.

The most common error on this tariff line is assuming the drug-document set uploaded in e-Sanchit — the certificate of analysis, batch release certificate, and import licence for drugs — fully satisfies all PGA obligations, while overlooking the CIB&RC scheduled-substance determination. If Salicylamide's particular formulation or use triggers the Insecticides Schedule, an absent CIB&RC registration and port-restriction compliance under Rule 45 of the Insecticides Rules, 1971 renders the consignment liable to detention and seizure independent of any NDPS or CBIC clearance already obtained.
