HSN 2918 21 90 (Other salts of salicylic acid) is subject to Central Insecticides Board and Registration Committee (CIB&RC) registration and import permit under the Insecticides Act, 1968, where the substance figures in the Schedule to that Act, with import restricted to notified places under Rule 45 of the Insecticides Rules, 1971. The most common error on this tariff line is treating the CIB&RC and NDPS tracks as mutually exclusive: a single substance may trigger both the Insecticides Act schedule and the NDPS Rules simultaneously, requiring registration and an import permit from CIB&RC as well as a Rule 53 NDPS import certificate. Importers who clear the CIB&RC step and neglect to verify NDPS schedule status face consignment detention and potential seizure under the NDPS Act, 1985 — a criminal-liability outcome distinct from the civil penalties under the Insecticides Act.
