The most common error on this tariff line is assuming that a valid CIB&RC registration alone satisfies all import conditions while overlooking the CWC-party restriction on the two chemical precursors — 2,2-diphenyl-2-hydroxyacetic acid and benzeneacetic acid, alpha-hydroxy-alpha-phenyl — which may co-exist within the same tariff line and are importable only from CWC state parties under Appendix II, Schedule I (Category IB) of the ITC (HS) policy. A single bill of entry covering both chlorobenzilate and a CWC-scheduled precursor therefore attracts a dual-policy compliance obligation; failure to satisfy the CWC-party condition triggers consignment detention independently of the CIB&RC clearance.
