The most common error on this tariff line is assuming that because phthalate plasticisers are not universally listed in the Insecticides Schedule, no CIB&RC clearance is needed — without conducting a positive Schedule-to-substance verification before shipment. If the specific formulation does appear in the Schedule, import without CIB&RC registration and permit is unlawful regardless of the DGFT policy status, and consignments are detained at the restricted port of import. Conduct a confirmed Schedule check at the formulation level, not merely at the chemical-family level, before placing the purchase order.
