The most common error on this tariff line is assuming that because a specific cyclanic or cycloterpenic acid is not commonly associated with pesticides or narcotics, neither the CIB&RC nor NDPS regime applies. Both regimes are schedule-driven: if the imported substance is listed in the Schedule to the Insecticides Act, 1968 or in the NDPS scheduled substances, the corresponding permit or import certificate is mandatory regardless of declared end-use — and the CBIC Chapter 29 qualifier obligation under Circular 23/2023-Cus applies to every declaration under this CTI without exception.
