- 3If the substance is classified as a specified hazardous substance and the import quantity exceeds the prescribed threshold, obtain a public liability insurance policy as required under the Public Liability Insurance Act, 1991. The most common error on this tariff line is assuming that itaconic acid, as a dicarboxylic acid with primarily industrial applications, falls outside the Schedule to the Insecticides Act, 1968 and therefore requires no CIB&RC clearance. Whether the substance is scheduled must be verified against the current Schedule before import is arranged; shipments arriving without a CIB&RC registration and permit where the product is scheduled are liable to seizure and detention at the restricted ports under Rule 45 of the Insecticides Rules, 1971.
