HSN 2917 19 50 (Fumaric acid) is subject to Central Insecticides Board and Registration Committee (CIB&RC) registration and import permit under the Insecticides Act, 1968 and Insecticides Rules, 1971, where the substance figures in the Schedule to that Act. Narcotic Drugs and Psychotropic Substances (NDPS) import-certificate controls under Rule 53 of the NDPS Rules, 1985 and Directorate General of Foreign Trade (DGFT) ITC (HS) policy condition 2 of Chapter 29 apply as additional regulatory overlays.

The dual-trigger structure of this tariff line traps importers who assess only one regime: fumaric acid may or may not carry NDPS or insecticide-schedule status depending on end-use formulation, but CIB&RC and NDPS checks are both conditions precedent to customs out-of-charge. A consignment that bypasses the CIB&RC permitted-port requirement under Rule 45 of the Insecticides Rules, 1971 is liable to seizure even if the registration certificate is current. Confirm scheduled-substance status and permitted port simultaneously before booking the vessel.
