The most frequent error on this tariff line is filing without the Chapter 29 mandatory qualifiers required under CBIC Circular 23/2023-Cus: missing or incomplete qualifiers in the import declaration cause the bill of entry to be held for amendment, triggering demurrage and ground rent. Separately, importers occasionally overlook the restricted-port condition under Rule 45 of the Insecticides Rules, 1971 when the substance appears in the Insecticides Act schedule — routing to an unrestricted port exposes the consignment to seizure even where CIB&RC registration is current.
