    Where the imported substance is a listed insecticide under the Insecticides Act, 1968, obtain a certificate of registration or an import permit from the CIB&RC before filing the bill of entry. The source of import must match the source specified on the certificate or permit; import from any other source is prohibited under Section 9 of the Insecticides Act, 1968. Import of insecticides is also restricted to notified places under Rule 45 of the Insecticides Rules, 1971.

    Ensure the mandatory additional qualifiers are submitted in the import declaration at the bill-of-entry stage as stipulated in Para 4.1 and 4.2 of CBIC Circular 23/2023-Cus dated 30-09-2023, applicable to all commodities under Chapter 29 with effect from 15-10-2023. Where the substance qualifies as a medical device listed in G.S.R. 102(E) dated 11-02-2020, CDSCO registration must be obtained and presented at the bill of entry.

    Where the substance is a narcotic drug or psychotropic substance, comply with ITC (HS) policy conditions 2 and 3 of Chapter 29. Where the substance is a specified hazardous substance imported in quantities exceeding prescribed thresholds, obtain a Public Liability Insurance policy under the provisions of the PLI Act, 1991 per S.O. 227(E) dated 24-03-1992 issued by the Ministry of Environment, Forest and Climate Change.
