The most common error on this tariff line is assuming that CIB&RC registration alone satisfies all clearance requirements and overlooking the port restriction under Rule 45 of the Insecticides Rules, 1971. A consignment arriving at an unnotified port is liable to detention regardless of the validity of the CIB&RC permit. The NDPS overlay operates independently: if the substance is scheduled under the NDPS Act, the Rule 53 import certificate must be obtained separately and is not substituted by the CIB&RC documentation.
