The most common error on this tariff line is treating the NDPS NOC as a one-time or blanket authorisation: the Narcotics Commissioner requires a fresh NOC for each consignment, and a bill of entry filed without a current consignment-specific NOC results in detention and potential confiscation under the NDPS Act. Where the same consignment is also classifiable as an insecticide under the Insecticides Act, 1968, the CIB&RC permit is an independent requirement that runs concurrently with the NDPS NOC — neither clears the other.
