Dicamba herbicide, benzoic acid derivative insecticide
HSN 2916 31 70 (Dicamba) is subject to mandatory registration with the Central Insecticides Board and Registration Committee (CIB&RC) under Section 9 of the Insecticides Act, 1968, as Dicamba is a listed insecticide under Section 3(e) of the Schedule to that Act. The Central Drugs Standard Control Organisation (CDSCO) registration conditions under G.S.R. 102(E) dated 11-02-2020 and Directorate General of Foreign Trade (DGFT) policy condition 7 of Chapter 29 under DGFT Notification 44/2025-26 dated 15-10-2025 apply as additional clearance requirements.

The most frequent error on this tariff line is importing Dicamba under a general organic-chemical classification without presenting the CIB&RC certificate at the bill of entry — particularly when the stated end-use is a non-insecticidal application such as a research or industrial purpose. Even where the importer asserts a non-insecticidal use, a separate import permit from the Registration Committee is still required under the Insecticides Act, 1968; the non-insecticidal-use claim does not exempt the consignment from CIB&RC oversight, and a consignment arriving without either a registration certificate or a non-insecticidal-use permit is liable to immediate detention and potential confiscation.
