Compliance steps
  1. 1
Obtain a valid certificate of registration or import permit from the Central Insecticides Board and Registration Committee before filing the bill of entry. Prallethrin is a scheduled insecticide under Section 3(e) of the Insecticides Act, 1968; import from any source not specified on the registration certificate or permit is prohibited and renders the consignment liable to seizure.
Section 9 of the Insecticides Act, 1968 · Rule 45 of the Insecticides Rules, 1971 · CBIC Circulars 35/2011 dated 09-08-2011 and 07/2014 dated 07-03-2014
  2. 2
Ensure the bill of entry includes the mandatory additional qualifiers for Chapter 29 commodities as stipulated in paragraphs 4.1 and 4.2 of CBIC Circular 23/2023-Cus dated 30-09-2023, effective from 15-10-2023. Confirm the import is free under DGFT Notification 45/2025-26 dated 15-10-2025, subject to policy condition 7 of Chapter 29, and note the Finance Bill 2025 changes effective 01-05-2025.

  3. 3
Where the imported quantity of hazardous substance exceeds the specified threshold, the owner must obtain a public liability insurance policy under the Public Liability Insurance Act, 1991. Separately, if the substance qualifies as a medical device listed in G.S.R. 102(E) dated 11-02-2020, ensure CDSCO registration compliance before out-of-charge.

A word of counsel

The most common error on this tariff line is importing from a supplier not named on the CIB&RC registration certificate or permit. The Insecticides Act, 1968 and Insecticides Rules, 1971 explicitly restrict import to sources specified on the registration or permit; a consignment from an unlisted source is liable to confiscation regardless of whether the chemical composition is otherwise compliant. Secure source-specific registration before placing the purchase order — retrospective amendment of the source on the certificate is not a port-of-entry remedy.

Frequently asked
Does HSN 2916 20 20 require BIS certification?
No. No BIS Quality Control Order covers bifenthrin or prallethrin. Import is governed by the Central Insecticides Board and Registration Committee under the Insecticides Act, 1968, with CDSCO registration conditions applying where the substance is a listed medical device under G.S.R. 102(E) dated 11-02-2020.
Are there port restrictions for the import of insecticides under this tariff line?
Yes. Rule 45 of the Insecticides Rules, 1971 restricts the places at which insecticides may be imported; the permitted ports are specified in the registration certificate or import permit issued by CIB&RC, and the consignment must be routed accordingly.
What happens if bifenthrin or prallethrin is imported for a non-insecticidal purpose?
An import permit from the CIB&RC Registration Committee under the Department of Agriculture and Cooperation remains mandatory even for non-insecticidal end-use; the permit will specify conditions including the approved source of import, and diversion to insecticidal use without separate registration constitutes a contravention of the Insecticides Act, 1968.
