Bifenthrin and prallethrin synthetic pyrethroid insecticides
HSN 2916 20 20 (Bifenthrin and prallethrin) is subject to mandatory registration or import permit from the Central Insecticides Board and Registration Committee (CIB&RC) under Section 9 of the Insecticides Act, 1968, and Rule 45 of the Insecticides Rules, 1971. Central Drugs Standard Control Organisation (CDSCO) registration conditions under G.S.R. 102(E) dated 11-02-2020 apply where the substance is a listed medical device, and DGFT policy condition 7 of Chapter 29 governs the import-policy overlay.

- 3Where the imported quantity of hazardous substance exceeds the specified threshold, the owner must obtain a public liability insurance policy under the Public Liability Insurance Act, 1991. The most common error on this tariff line is importing from a supplier not named on the CIB&RC registration certificate or permit. The Insecticides Act, 1968 and Insecticides Rules, 1971 explicitly restrict import to sources specified on the registration or permit; a consignment from an unlisted source is liable to confiscation regardless of whether the chemical composition is otherwise compliant. Secure source-specific registration before placing the purchase order — retrospective amendment of the source on the certificate is not a port-of-entry remedy.
