Binapacryl (ISO), acrylic acid ester acaricide-fungicide
HSN 2916 16 00 (Binapacryl (ISO)) is subject to registration and import permit from the Central Insecticides Board and Registration Committee (CIB&RC) under the Insecticides Act, 1968, with import restricted to notified places under Rule 45 of the Insecticides Rules, 1971. Narcotic Drugs and Psychotropic Substances (NDPS) Rules, 1985 conditions and the Directorate General of Foreign Trade (DGFT) ITC (HS) policy condition 2 of Chapter 29 apply as additional overlay requirements. Owners importing specified hazardous substances above prescribed quantities must also maintain insurance under the Public Liability Insurance Act, 1991.

The most common error on this tariff line is treating CIB&RC registration as the sole clearance requirement and overlooking the NDPS Rules overlay and the Public Liability Insurance Act, 1991 obligation. Where the imported quantity of specified hazardous substances exceeds the threshold prescribed in S.O. 227(E) dated 24-03-1992 by the Ministry of Environment and Forests, a valid insurance policy must be in place before the bill of entry is filed — its absence constitutes a separate contravention independent of any pesticide-registration deficiency.
