HSN 2916 15 90 (other salts and esters of oleic, linoleic or linolenic acids) is subject to Central Insecticides Board and Registration Committee (CIB&RC) registration and import permit under the Insecticides Act, 1968 where the substance figures in the Schedule to that Act. Narcotic Drugs and Psychotropic Substances (NDPS) import-certificate controls under Chapter VII-A of the NDPS Rules, 1985 and Directorate General of Foreign Trade (DGFT) ITC (HS) policy condition 2 of Chapter 29 apply as additional clearance requirements.

The most common error on this tariff line is assuming that because the substance is a fatty acid derivative rather than a conventional pesticide, it falls outside the Insecticides Act, 1968 Schedule — and therefore bypassing CIB&RC registration entirely. Customs officers verify Schedule membership at the bill of entry; a consignment lacking CIB&RC registration and a restricted-port entry where Rule 45 of the Insecticides Rules, 1971 applies is liable to detention and refusal of out-of-charge pending regularisation. Additionally, the Public Liability Insurance Act, 1991 obligation triggered by S.O. 227(E) dated 24-03-1992 applies where import quantities of specified hazardous substances exceed the notified thresholds.
