The most common error on this tariff line is importing under the assumption that the CIB&RC and NDPS controls are mutually exclusive — in practice, a single consignment may simultaneously be a scheduled insecticide requiring CIB&RC registration and a substance subject to NDPS Rules, each demanding separate documentary compliance. Additionally, the Chapter 29 mandatory qualifiers under CBIC Circular 23/2023-Cus are frequently omitted from import declarations; failure to include them triggers outright rejection at the bill of entry, attracting demurrage and ground rent pending re-filing.
