The most common error on this tariff line is assuming that acrylic acid falls exclusively under CIB&RC and overlooking the potential NDPS overlay and the Public Liability Insurance requirement for hazardous substances. Both CIB&RC permit conditions and the NDPS import certificate are independent clearances — a consignment cleared by CIB&RC but without a valid NDPS certificate where required, or lacking the requisite PLI policy for excess quantities, is liable to detention and seizure. The Chapter 29 mandatory qualifiers under CBIC Circular 23/2023-Cus are also a frequent source of bill-of-entry rejection.
