HSN 2915 60 20 (Pentanoic acids, their salts and esters) is subject to Central Insecticides Board and Registration Committee (CIB&RC) registration and import permit under the Insecticides Act, 1968 where the product falls within the Schedule to that Act. The most common error on this tariff line is failing to assess at the purchase-order stage whether the specific pentanoic acid derivative is listed in the Schedule to the Insecticides Act, 1968 — an oversight that surfaces only at the designated port of import, where CIB&RC registration and a port-restricted import permit are prerequisites to out-of-charge. A consignment arriving at an unnotified port under Rule 45 of the Insecticides Rules, 1971 cannot be redirected without a separate regulatory authorisation, and port storage during that period attracts demurrage and ground rent in addition to the compliance exposure.
