The most common error on this tariff line is treating the CIB&RC registration and NDPS controls as mutually exclusive alternatives rather than independent, parallel regimes: a single consignment may simultaneously require an Insecticides Act registration and permit for the pesticide function and an NDPS import certificate for a scheduled psychotropic moiety in the same molecule. Failure to obtain both clearances before vessel arrival results in consignment detention at the notified port, with demurrage and ground rent accumulating until both PGA NOCs are produced.
