The most common error on this tariff line is importing under an assumption that the substance is outside the Insecticides Act, 1968 Schedule without formally verifying its listing status. CIB&RC scope is not apparent from the HSN alone — a substance may fall squarely within the Schedule while appearing to be an ordinary industrial chemical, and shipment without the requisite CIB&RC registration and port-restricted clearance exposes the consignment to seizure and the importer to prosecution under the Insecticides Act, 1968.
