HSN 2915 24 00 (Acetic anhydride) is subject to a No Objection Certificate from the Narcotics Commissioner, Gwalior, as a precursor-controlled chemical under the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with import free subject to policy condition no. 3 to Chapter 29 per DGFT Notification 39/2015-2020 dated 03-10-2018. Where the product falls within the Schedule to the Insecticides Act, 1968, registration and import permit from the Central Insecticides Board and Registration Committee (CIB&RC) are additionally required. Central Board of Indirect Taxes and Customs (CBIC) mandatory Chapter 29 qualifiers in the import declaration apply with effect from 15 October 2023.

The most common error on this tariff line is treating the Narcotics Commissioner NOC as the sole gate and overlooking the parallel CIB&RC registration requirement where the imported acetic anhydride is intended for use in a scheduled insecticide formulation. The two regimes are independent: the NOC addresses precursor-drug control, while the CIB&RC registration addresses pesticide-use control — and the designated import-point restriction under Rule 45 of the Insecticides Rules, 1971 applies only to the latter, meaning port-of-entry planning must account for which regime is triggered before the purchase order is placed.
