Other halogenated, sulphonated or nitrated ketone and quinone derivatives
HSN 2914 79 90 (Other ketone and quinone derivatives) is subject to Central Insecticides Board and Registration Committee (CIB&RC) registration and import permit under the Insecticides Act, 1968 where the substance figures in the Schedule to that Act. Substances meeting the definition of narcotic drugs or psychotropic substances are additionally governed by the Narcotic Drugs and Psychotropic Substances (NDPS) Rules, 1985 and the ITC (HS) policy condition 2 of Chapter 29 administered by the Directorate General of Foreign Trade (DGFT). Mandatory additional qualifiers in import declarations are required under Central Board of Indirect Taxes and Customs (CBIC) Circular 23/2023-Cus for all Chapter 29 commodities.

The most common error on this residual tariff line is assuming that because the 8-digit code is an 'Other' residual, no PGA clearance applies. Both the CIB&RC and NDPS regimes are triggered by the chemical identity of the specific substance, not by the tariff descriptor — an importer must therefore screen each substance against the Schedule to the Insecticides Act, 1968 and the NDPS Schedules before filing the bill of entry. For substances that exceed specified quantities and qualify as hazardous, an insurance policy under the Public Liability Insurance Act, 1991 is additionally required per S.O. 227(E) dated 24-03-1992.
