The most common error on this tariff line is treating CIB&RC registration as the sole compliance requirement and overlooking the concurrent NDPS overlay: if dichloroacetophenone is listed as a scheduled substance, the NDPS import certificate under Rule 53 is independently mandatory and cannot be substituted by the insecticide import permit.
