HSN 2914 71 00 (Chlordecone (ISO)) is subject to Central Insecticides Board and Registration Committee (CIB&RC) registration and import permit under the Insecticides Act, 1968, with import restricted to notified ports under Rule 45 of the Insecticides Rules, 1971. Where the substance also falls under the Narcotic Drugs and Psychotropic Substances (NDPS) schedule, an import certificate under Rule 53 of the NDPS Rules, 1985 is required, and imports other than for medical or scientific purposes are governed by Appendix-I to the ITC (HS) Schedule under policy condition 2 of Chapter 29.

The most common error on this tariff line is treating CIB&RC registration as the sole clearance and overlooking the NDPS-overlay import certificate: chlordecone may simultaneously fall within the NDPS schedule, and a consignment presented with CIB&RC documentation alone will be detained if the NDPS import certificate under Rule 53 is absent. Additionally, the Chapter 29 mandatory qualifiers under CBIC Circular 23/2023-Cus are a bill-of-entry-level requirement separate from PGA clearances, and omission triggers rerouting for a revised declaration before out-of-charge is granted.
