The most common error on this tariff line is filing a single bill of entry without first determining which of the three parallel regimes applies to the specific compound: CIB&RC (pesticide schedule), NDPS (scheduled narcotic or psychotropic), or DGFT general policy. A substance can fall within the Insecticides Act schedule and simultaneously carry a Chapter 29 CBIC qualifier obligation; filing without the CIB&RC permit at a non-notified port results in consignment detention at the port of import and exposes the importer to prosecution under Section 17 of the Insecticides Act, 1968.
