Benzanthrone
Benzanthrone, aromatic ketone and quinone derivative
HSN 2914 39 20 (Benzanthrone) is subject to Central Insecticides Board and Registration Committee (CIB&RC) registration and import permit under the Insecticides Act, 1968, where the substance figures in the Schedule to that Act. Narcotic Drugs and Psychotropic Substances (NDPS) import-certificate conditions under Chapter VII-A of the NDPS Rules, 1985 and Directorate General of Foreign Trade (DGFT) ITC (HS) policy condition 2 of Chapter 29 apply as concurrent overlays. Mandatory Chapter 29 chemical qualifiers under CBIC Circular 23/2023-Cus dated 30-09-2023 must also be furnished at the bill of entry.
- Registration and permit from CIB&RC
- Import certificate from NDPS
- Chapter 29 qualifiers from CBIC
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1If benzanthrone figures in the Schedule to the Insecticides Act, 1968, obtain registration and an import permit from the Secretariat of the Central Insecticides Board and Registration Committee before dispatch. Import is restricted to ports specified under Rule 45 of the Insecticides Rules, 1971; routing through any unspecified port attracts seizure under the Act.Insecticides Act, 1968 · Rule 45 of the Insecticides Rules, 1971
- 2Where the substance qualifies as an NDPS substance, obtain an import certificate under Rule 53 of the NDPS Rules, 1985 for medical or scientific purposes (Category A), or confirm coverage under Appendix-I to the ITC (HS) Schedule for other imports. Verify applicability at the Central Bureau of Narcotics portal (cbn.nic.in) before filing.Chapter VII-A and Rule 53 of the NDPS Rules, 1985 · ITC (HS) policy condition 2 of Chapter 29
- 3Submit mandatory additional qualifiers for Chapter 29 commodities in the import declaration, as stipulated in paragraphs 4.1 and 4.2 of CBIC Circular 23/2023-Cus, with effect from 15 October 2023. Where the consignment exceeds quantities specified under the Public Liability Insurance Act, 1991, take out an insurance policy as required by S.O. 227(E) dated 24-03-1992.CBIC Circular 23/2023-Cus dated 30-09-2023 · S.O. 227(E) dated 24-03-1992
The most common error on this tariff line is filing without first determining which of the two independent regulatory tracks — CIB&RC insecticide registration or NDPS import certificate — applies to the specific batch. Both regimes can attach simultaneously, and customs officers cross-check the Schedule to the Insecticides Act, 1968 and Appendix-I of the ITC (HS) Schedule independently; a consignment cleared under one regime but non-compliant under the other remains liable to detention, monetary penalty, and confiscation.
